In 1982 Mozella Major, a black female, was a GS-111 Contract Specialist at the Defense Mapping Agency Aerospace Center (DMA). Major was twice passed over for promotion to a GS-12 position and she filed a complaint of discrimination with the Equal Employment Opportunity Commission (EEOC) under Title VII of the Civil Rights Act of 1964.
