This action involves a claim under the Federal Tort Claims Act (FTCA), 28 U.S.C. § 2674. Plaintiffs are 17 individuals who live in Detroit, Michigan, near an environmental pollution site (Carter site) upon which Carter Industrials, Inc. conducted business.
