Appellees, the United Farm Workers of America, AFL-CIO, (UFW), Zulema Hernandez, Jose Aguilar, Felicitas Guerrero, Victorio Garcia, and Juan Angel Garcia, filed a class action suit against Charles Wilson, M.D., in his capacity as Medical Director of the Hidalgo County Health Department for, among other things, an injunction requiring Wilson to enforce certain state administrative regulations related to health and sanitation facilities...
