This suit arises out of an accident in which plaintiff Heng Mang's son, Samath Nop, was struck and killed by a motorist while trying to walk across the Wisner Boulevard overpass above Interstate 610 in New Orleans. Plaintiff filed suit against defendants, Brad T.
