This is an action under 42 U.S.C. § 1983 with state law claims brought under diversity jurisdiction. The suit arises from a traffic stop. On the evening of January 25, 1986, Eagle County Sheriff's Lieutenant Randy Parker (Parker), on patrol in a police vehicle, heard on his radio that a large dark car was heading west on 1-70 at a high rate of speed.
