MEMORANDUM OPINION AND ORDER

MATSCH, District Judge.

This is a petition for a writ of habeas corpus under 28 U.S.C. § 2241. The petitioner, Ms. Thanghama Subramaniam, an alien, contends that she is being detained illegally because she is a refugee who should have been granted asylum.

The petitioner was detained on November 27, 1988 at Detroit Metro Airport because she had no valid travel documents...
