The Federal Department of Housing and Urban Development (HUD) appeals from a preliminary injunction, pursuant to 28 U.S.C. § 1292(a)(1) (Supp.1988), requiring it to provide Robert Aronson with lists of certain homeowners and other property owners who mortgaged their property under a federal mortgage insurance program.
