OPINION

BENKE, J.

Respondent California Department of Motor Vehicles (Department) suspended the driver's license of appellant Lorne Atherton Woods pursuant to Vehicle Code1 section 16070 for failure to establish proof of financial responsibility. Woods appeals from a judgment denying a writ of mandate to set aside the suspension. We affirm.
