Plaintiff, Red River Waterway Commission (Commission), instituted an expropriation proceeding against several property owners in Natchitoches Parish near Marco, seeking to expropriate property for the building of a road leading to the construction site of Lock & Dam # 3. Two of the landowners involved, Joseph and Daniel Regard (Regards) thereafter filed a Motion to Vacate or Modify an Order of Expropriation and/or Dismiss in the Tenth Judicial District...
