Jackson, a Honduran seaman, appeals an adverse summary judgment. He sued to recover damages under 46 U.S.C.A.App. § 688(b) (West Supp.1988), the Jones Act, for injuries sustained while employed by a Panamanian corporation aboard an American-owned tugboat working in Mexican territorial waters.
