As a condition for obtaining a cable television franchise with the City of Chicago, a prospective grantee must agree to use its best efforts to award at least twenty five percent (25%) of the dollar value of its contracts to entities qualifying as a Minority Business Enterprise ("MBE"), and at least five percent (5%) to entities constituting a Women's Business Enterprise ("WBE").
