This case arises out of the unwarranted shooting of plaintiff-appellee, Carlos A. Gutierrez-Rodriguez, by police officers of the Commonwealth of Puerto Rico. Plaintiff, rendered a paraplegic as a result of the shooting, sued the officers involved and their supervisors under 42 U.S.C. § 1983, alleging that their actions and omissions deprived him of his constitutional rights.
