Before us today is a motion for entry of a partial consent decree, which embodies a so-called "de minimis" settlement negotiated pursuant to § 122(g) of the Comprehensive Environmental Response, Compensation, and Liability Act ("CERCLA"). 42 U.S.C. § 9622(g).1 The settlement resolves the United States and the State of New Jersey's claims against certain parties in this action...
