Francine Sutton, Helen Ellis, and Gus Swanson are three bus drivers ("the drivers") who, in 1986, were put on "involuntary administrative leave" by the Cleveland Board of Education ("the Board") because they had previously been convicted of felonies. The drivers sue under 42 U.S.C. § 1983 claiming that because the Board failed to follow proper procedures, they were denied their rights to due process as guaranteed...
