OPINION AND ORDER

ROBERT P. PATTERSON, Jr., District Judge.

Ross G. Bleckner, a New York citizen, brought this diversity action against General Accident Insurance Co. of America, a Pennsylvania corporation, seeking one hundred thousand dollars in compensatory damages for breach of contract, and one million, five hundred thousand dollars in punitive damages for "criminal indifference to civil obligations." See Complaint ¶¶ 5-13.
