Tommy Ward Barker was indicted for conspiracy to possess methamphetamine with intent to distribute, a violation of 21 U.S.C. § 846. At the time of his arrest, Barker was out on parole after serving less than one year of a ten-year state court conviction for possession of a controlled substance.
