The events which led to the grievous injuries suffered by plaintiff Timothy Ryan on October 4, 1983 have been fully set forth in my earlier opinion, Ryan v. Burlington County, 674 F.Supp. 464 (D.N.J. 1987), and will be but briefly summarized here.
