The appellants, forty-nine (49) Forrest City public school teachers, filed suit against appellee, Forrest City School District No. 7, seeking to invalidate the election of the members of the district's personnel policy committee and asking for a declaratory judgment construing Act 687 of 1987, § 2, Ark.Code Ann. § 6-17-203 (Supp.1987).
