On October 2, 1986, Ronald Rubio was arrested by narcotics officers of the Idaho Department of Law Enforcement who were operating in Coeur d'Alene. Rubio was subsequently charged with the crimes of delivery and of possession of a controlled substance, cocaine. Following the denial of a motion to suppress evidence seized in conjunction with his arrest, Rubio entered a conditional plea of guilty to the charge of possession, reserving his right to appeal...
