This appeal concerns a challenge by the personal representative of the estate of Rose Edhlund to the application of Minn. Stat. § 256B.15 as amended by 1987 Minn. Laws, ch. 403, art. 2, § 82 effective date August 1, 1987. Appellant contends respondent Blue Earth County Human Services' claim for a medical assistance lien is an impermissible retroactive application of the statute.
