The provision of adequate child support surely ranks high among the priorities of a civilized nation. Congress has acted in recognition of the need to assure appropriate action by the states and the District of Columbia. Among the required actions is the establishment of child support guidelines. In this appeal the principal issue is whether the Superior Court of the District of Columbia had the authority to establish the Child Support Guideline...
