Peabody Construction Co., Inc. (Peabody), brought an action in the Superior Court against the city of Boston (city) and Sciaba Construction Corporation (Sciaba). The verified complaint alleged that the city improperly rejected its general bid on renovations to Boston Latin Academy (the project). The complaint sought both declaratory and injunctive relief.
