This is an action under the Public Records Law, ORS 192.410 et seq., arising out of the 1987 Eugene teachers' strike. Plaintiff publisher appeals from the trial court's declaratory judgment that, during a strike, addresses of replacement coaches hired by defendant school district are public records exempt from disclosure under ORS 192.502(2)1 and from its order denying plaintiff attorney fees.
