This is an appeal by the Dunseith Public School District No. 1 of Rolette County from the district court judgment entered March 7, 1988, affirming the decision of the State Board of Public School Education of the State of North Dakota (hereinafter State Board) approving the annexation of a certain territory of the Dunseith school district to Bottineau Public School District No. 1 of Bottineau and Rolette Counties.
