Petitioner, Ariel Santiago, was convicted of (1) importing cocaine and (2) possessing cocaine with intent to distribute it. This conviction was affirmed on appeal. United States v. Santiago, 828 F.2d 866 (1st Cir.1987), cert. denied, 485 U.S. 969, 108 S.Ct. 1244, 99 L.Ed.2d 442 (1988).
