Plaintiffs argue that summary judgment on the basis of the Statute of Limitations was inappropriate, and the trial court erred in granting defendants' motions. More particularly, plaintiffs argue that because there was no public notice of the meetings of the Planning Board and Board of Aldermen on 15 September and 21 September 1982 respectively, plaintiffs did not know that Raynor's property had been zoned differently than R-40, and thus they should...
