The first appeal (Case No. 890334-CA) is from the dismissal of a petition for adoption of the minor child, J.J. The petition, filed by Fred and Linda Bullock, J.J.'s foster parents, was dismissed based on the refusal of the Division of Family Services (DFS) to consent to the adoption.
