COVINGTON, Judge.

This case involves an election contest for the office of mayor of Richmond, Missouri. As a result of an election held on April 7, 1987, Monroe Evert received the certificate of election. Charles Foster contested the election. The case is before this Court for the second time on a direct appeal. On this appeal, Mr. Foster purports to raise constitutional challenges to the Comprehensive Election Act of 1977, § 115.001 et seq., RSMo 1986;
