Commercial Coating Corp., a paint manufacturer, appeals an administrative order of the Department of Environmental Regulation (DER) declaring it ineligible to participate in the Department's Early Detection Incentive (EDI) program for cleanup of site contamination. The program was established by legislative enactment as part of Florida's State Underground Petroleum Environmental Response (SUPER) Act of 1986. One provision in the Act, section 376.3071...
