This appeal arose out of a suit filed by George Kneuper, appellee, under what has been dubbed the Texas "Whistleblower Act," Tex.Rev.Civ.Stat.Ann. art. 6252-16a (Supp.1989), after he was fired from his job as Director of Public Works for the City of Ingleside, appellant.
