Walter L. Haley, Sr., was charged with criminal neglect of family pursuant to L.S. A. R.S. 14:74 in Orleans Parish Juvenile Court. Defendant was accused of willfully, intentionally and unlawfully failing to support his minor child, Walishia Haley, born on December 19, 1984.
