These plaintiffs sued the State of Iowa for alleged medical negligence in connection with its operation of the University Hospital. The district court entered a summary judgment for the State on the ground that the suit was of such a nature that expert testimony was required to establish liability and the plaintiffs had lost their right to introduce expert evidence because of their failure to designate an expert within the time provided by Iowa Code...
