This is an appeal from the issuance of a writ of mandamus. The appellee, Consolidated Health Management, Inc. (CHM), sought the writ requiring the appellant, Ray Scott, Director of Arkansas Department of Human Services (DHS), to review CHM's application for a license to add beds to its nursing facility. The trial court was correct in ordering that the application be reviewed.
