During the afternoon of February 23, 1987, Officer Robert Ward of the Baltimore City Police Department responded to a call from 13 year old Danielle B. who alleged that she was the victim of child abuse. Danielle, who was pregnant and suffering from a venereal disease, met with the officer in the parking lot of a shopping center where she gave him a report.
