The Court of Appeals invalidated the City of Portland's penal ordinance against carrying a concealed pocketknife with a blade beyond a specified length1 on grounds that the ordinance was preempted by state law, affirming the circuit court's dismissal of complaints against defendants under the ordinance. City of Portland v. Lodi, 94 Or.App. 735, 767 P.2d 108
