In this civil rights suit, James Byron Green sued various medical officials and staff members of the Iowa Security and Medical Facility located at Oakdale, Iowa (Oakdale). See 42 U.S.C. § 1983 (Supp. IV 1980). Green claimed the defendants violated his constitutional rights by depriving him of basic human necessities and by punishing him as a pretrial detainee.
