BROTHERTON, Chief Justice:

The appellant, David Lance Beaman, petitions this Court for a writ of error and supersedeas. Beaman is currently serving a ten-year sentence in the State penitentiary as a result of an aggravated robbery conviction and subsequent parole violations. He now argues to this Court that the denial of his transfer hearing by the Circuit Court of Cabell County constituted an infringement upon rights guaranteed to him by the federal and state constitutions...
