PER CURIAM:

Petitioner, James Ivan Watts, seeks admission to the Bar of the District of Columbia.1 After a formal hearing the Committee on Admissions concluded that he had failed to establish his present moral character and fitness to practice law pursuant to D.C.App.R. 46(d) & (e), and accordingly declined to certify his admission to the Bar. We remand the case to the Committee.
