This is an appeal from the granting of partial summary judgment in favor of respondents City of Minneapolis, et al. Appellant Patricia Carlisle, as trustee for the heirs and next-of-kin of Sal Saran Scott, brought a claim pursuant to 42 U.S.C. § 1983.
