Petitioner, Johnny O. Belcher ("Belcher"), appeals from the December 30, 1988 decision and order of the Benefits Review Board ("the Board"), denying his claim under the Black Lung Benefits Act, as amended, 30 U.S.C. § 932(a) ("the Act"). For the reasons stated below, we AFFIRM.
