Javier Castillo-Sicairos, a federal prisoner, appeals from the district court's1 order denying without an evidentiary hearing his 28 U.S.C. § 2241 petition for a writ of habeas corpus which challenged the United States Parole Commission's (Parole Commission) rating of his offense severity.
