These two appeals were consolidated for hearing in this court. Both are appeals from orders of the Nebraska Commission of Industrial Relations (Commission) entered under the provisions of the State Employees Collective Bargaining Act, Neb. Rev.Stat. §§ 81-1369 to 81-1390 (Reissue 1987). This act was enacted as 1987 Neb. Laws, L.B. 661, and became effective on April 9, 1987.
