The litigation underlying this appeal arose out of the cancellation of Charles J. Portaluppi's franchise to operate a Shell Oil Company gasoline station in Woodbridge, Virginia, after Portaluppi pled guilty in July 1987 to a criminal charge of possession of cocaine and marijuana in a Virginia state court. Shell notified him of the cancellation, indicating that the conviction was for a crime involving moral turpitude and was a "relevant event...
