This is an action against the respondents, the members of the Police Board, to compel Edwards' promotion from sergeant to captain in the Kansas City, Missouri Police Department. After exhausting all intra-departmental remedies, Edwards filed a Petition in Mandamus claiming a right to be considered for promotion based upon his ranking on the eligibility list and the fact that a vacancy occurred during this period in the position of captain.
