Plaintiffs Kenneth Jones (hereafter "Jones") and his wife, Gloria Jones, brought this medical malpractice action against the Bronx Veterans Administration Hospital (hereafter "VA Hospital") pursuant to the Federal Tort Claims Act, 28 U.S.C. § 2674 et seq., alleging that the surgical procedure performed on him at the VA Hospital on August 3, 1982 was improper and unnecessary1
