Plaintiffs are all City of New Orleans employees who were either laid off or demoted as a result of the layoffs in August of 1986. The majority of the plaintiffs have since been reinstated to their positions held prior to August 1986. This appeal arises from the hearings conducted by the Civil Service Commission pursuant to the judgment rendered by this Court in Firefighters Local 632 v. Civil Service Commission, 495 So.2d 958...
