The Industrial Accident Board awarded Susan Miller recovery under the Workers' Compensation Act for foot injuries she sustained in the course of her employment by the City of Austin. Tex.Rev.Civ.Stat.Ann. art. 8306 et seq. (1967 & Supp.1989). In a suit to set aside the award, the district court granted Miller's motion for summary judgment, awarding her recovery for the total loss of use of both feet for a cumulative period of 250 weeks.
