OPINION

WOODARD, Justice.

This is an appeal from a judgment overruling a Texas State Board of Dental Examiners' order revoking the dental license of the Appellee. We reverse and render.

On January 3, 1985, Appellee anesthetized a patient while another dentist performed a dental restorative operation. An impression mold for the purpose of casting a tooth outline was placed in the patient's mouth for a protracted period of time without Appellee's knowledge...
