This case comes to us on an appeal from the Superior Court's dismissal of a breach of contract claim against the District of Columbia. The trial court based its dismissal on appellant's failure to exhaust its administrative remedies as required by the District of Columbia Procurement Practices Act of 1985 (DCPPA).
