In 1982, while in the course of his duties as a City of Cohoes police officer in Albany County, petitioner was attacked by a dog and fell backwards down a flight of stairs, injuring his back, hips and shoulders. Two years later, when petitioner returned to work, he was assigned to light duty, namely, desk work.
